Municipal Energy Project
As part of the Municipal Energy Manager (MEM) Program, the Town of Pincher Creek in partnership with the Municipal District of Pincher Creek have hired a Municipal Energy Project Lead that will benchmark municipal facilities, identify energy savings opportunities, and implement greenhouse gas emission reducing projects.

What’s New?The Town and MD of Pincher Creek recently collaborated to hire David Desabrais as a Municipal Energy Project Lead (MEPL) on a 1 year contract. 80% of the position was funded through the Municipal Climate Change Action Center (MCCAC). The MEPL’s main responsibilities will include a focus on Town & MD assets through:
- Development of an Energy Management Plan (EMP) with GHG reduction targets
- Providing internal energy expertise
- Applying for grants and leading projects
- Analyzing asset suitability for energy efficiency and renewable projects
David grew up recreating throughout the MD, he learned to ski at Castle Mountain Resort, has been a season pass holder for the past 10 years, and spends his free time in the summer hiking and backpacking in the parks.
David thinks the MD and Town are in strong positions to be leaders in low-cost sustainable energy due to the excellent resources present.
What’s Upcoming?The Town is completing an Energy Scan on its largest energy asset, the Multi Purpose Facility (MPF) & Memorial Arena. The Energy Team is implementing low and no cost solutions to lower GHG emissions at the MPF. The team has also received approval for external project funding which will cover 75% of costs primarily directed at upgrading the MPF Building Management System. Once fully approved and implemented, the project is expected to save the Town ~$12,500/yr in energy costs with a post rebate cost of less than $20,000.

David Desabrais is excited to be joining the municipality and town in a new shared contractual position as the Municipal Project Energy Lead (MEPL) on a 1 year contract with potential for a 2nd year extension. Most of the position is being funded through the Municipal Climate Action Center (MCCAC). David’s main roles will be to work with the MCCAC, MD, and town to produce an Energy Management Plan (EMP) with GHG targets, provide internal energy expertise, apply for grants and lead projects, develop energy benchmarks, and analyze cost savings opportunities. David is a Professional Mechanical Engineer and has been living in the Town of Pincher Creek for 6 months. David has about 5 years of energy engineering and management experience, mostly related to the design of oil and gas facilities with exposure to water treatment. David has a strong interest in sustainable energy, energy efficiency, and renewable energy. He has pursued self-directed certifications related to these fields. David thinks the MD and town are in a strong position to be a leader in low-cost sustainable energy due to the excellent resources present.
